The tension centers on planned developments in protected ecological zones, including Sazan Island and the Pishë Poro–Narta landscape. While figures like Jared Kushner are linked to these projects, local activists argue the deals lack transparency and threaten unique biodiversity. Beyond the environmental impact, the protests reflect deep-seated frustration with systemic issues. While Tirana experiences a construction boom, rural regions struggle with unreliable electricity, water shortages, and a healthcare system where informal payments are often required for standard medical care.

Brussels is monitoring the situation, as these developments complicate Albania's goal of closing Chapter 27 of its EU accession negotiations. The European Commission has demanded strict alignment with the Birds and Habitats Directives and the repeal of legislation that currently favors strategic investments at the expense of protected areas. Albania’s Special Anti-Corruption Structure (SPAK) is now investigating the projects, adding a layer of legal scrutiny to the environmental disputes. The government has suspended construction pending an Environmental Impact Assessment, yet the protestors maintain that the elite’s focus on luxury ignores the foundational governance reforms required for European integration.
