Global South Leaders Seek New Governance Models for Modernization

Political parties across the Global South must prioritize national conditions and mutual learning to steer modernization, according to experts gathered in Beijing. The 2026 Think Tank Forum on National Governance brought together over 150 delegates to examine how parties can transcend electoral politics to shape long-term social consensus.

The forum, held ahead of the Communist Party of China’s 105th anniversary, emphasized the need for parties to move beyond domestic mandates toward active roles in public diplomacy and global governance. Xie Chuntao, executive vice-president of the Party School of the CPC Central Committee, identified China's phased development plans as a core mechanism for ensuring consistent progress. He argued that the CPC’s strategic consistency, supported by scientific theory, remains the primary driver for national rejuvenation.

Participants explored how political leadership directly dictates a nation's modernization trajectory. Qu Qingshan, president of the Institute of Party History and Literature, noted that the CPC has maintained a focus on resolving developmental challenges while rejecting hegemony. Meanwhile, international perspectives highlighted the practical applications of this model. Tamara Duisenova, director of the Academy of Political Management of Kazakhstan, stressed that the historical mission of modern parties is to build social consensus, while former UN undersecretary-general Erik Solheim pointed to China’s success in balancing economic expansion with environmental restoration as a blueprint for other developing nations. The discussions underscored a shared commitment to rejecting zero-sum games in favor of multilateral cooperation and the bridging of digital divides.
